passport Haji "passport Haji" means the travel document in the prescribed form issued to a pilgrim under this Act which travel document shall be deemed to be a valid passport as if issued under any law relating to passports and which shall further be deemed to be a valid re-entry permit as if granted under any law relating to immigration: Provided that such passport Haji shall not be valid as a travel document for the purposes of travel except on a pilgrimage to or a return from the Hedjaz;
